Renew your Ukrainian passport in Spain: how the consulate procedure works

In short: the Ukrainian passport in Spain (the biometric one used to leave the country, not the internal ID) is processed at the Ukrainian consulate that covers your region. You can renew it (apply for a new one) if it expires, runs out of free pages or has an error; since 29 October 2025 consulates no longer extend the validity of an expired passport or add children to it.

In person or by representative? The source doesn't explicitly say "in person", but the photo and the signature on the application are taken at the consulate during your appointment. Bringing your own photo is only accepted if you can't travel due to a serious health condition, with a medical certificate. Collecting an already-issued document also means going yourself to sign the handover certificate. By default, prepare for personal attendance and check with your consulate.

Which consulate covers you, depending on your autonomous community:

  • Embassy of Ukraine, Madrid: Aragón, Asturias, Galicia, Extremadura, Cantabria, Castilla y León, Castilla-La Mancha, the Basque Country, La Rioja, Madrid, Navarra.
  • Consulate General, Barcelona: Catalonia, the Valencian Community, the Balearic Islands.
  • Consulate, Málaga: Andalusia, Murcia, the Canary Islands, Ceuta and Melilla.

Outside Spain there are also ДП «Документ» centres in Poland, Czechia and Slovakia (current list); in Spain the procedure is only done at the consulate. Appointment: only through the Ministry's e-queue (go.mfa.gov.ua), with identity verification (e-signature, Diia.Signature, BankID). You can book up to 6 months ahead, each procedure needs its own appointment, and booking is free (don't use intermediaries). Remember to confirm it: reminders arrive 30, 7 and 3 days before, and if you don't confirm within 30 hours of the 3-day reminder, the appointment is cancelled. Besides Madrid, Barcelona and Málaga, the consulate also runs travelling visits to other northern Spanish cities during the year; exact dates are published on its website about 7 days ahead.

Men aged 18 to 60: to apply for a passport (new, renewal or exchange) you also need to present the е-ВОД (the electronic military registration document from the "Резерв+" app): more details in consulate rules and the e-VOD for men aged 18 to 60. It is not needed for the "white passport" used to return to Ukraine.

Validity and how many you can have: 4 years if you're under 16, 10 years from age 16. You can hold up to 2 valid passports at the same time.

Fees (terminal at the consulate or transfer to the consulate's BBVA account; no cash or online payment accepted):

  • €83 — issuing the passport (age 16 and over).
  • €37 — automated data processing, which according to the source is charged "including for people under 16".
  • The same official fees page also says people under 16 aren't charged the €83; the exact final amount children pay isn't clear from the source — check the official fees page before you go.
  • Exempt from all consular fees (Law 1666-IX, since 2022): people under 16, Chornobyl victims of category 1 and 2, people with grade I or II disability, children with disabilities, orphans and children deprived of parental care, Ukrainian citizens only.
  • Production: up to 3 months from when you submit your application at the consulate (it's printed only in Kyiv); wartime delays are possible on top of that.

Documents for a new passport or renewal (official details) due to expiry, no free pages left, damage or a data error:

  • The application form (generated by the consular officer during your appointment).
  • A document proving your identity and Ukrainian citizenship (previous passport, internal passport, diplomatic or service passport).
  • A stamp in your passport or any document proving your permanent residence or temporary stay abroad (the length or reason doesn't matter).
  • Proof of the fee payment (or the original and a copy of your fee exemption document).
  • The passport being replaced, or documents proving the reason for the change.
  • One 10×15 cm photo, only if you can't travel due to a health condition (with a medical certificate).

Exchange due to marriage or another name change: the consulate only processes this if you hold recognised permanent residence abroad status (ПМП). Add to the general list: your marriage, name change or divorce certificate, legalised or apostilled, with a certified translation into Ukrainian (more on this: apostille and documents from Ukraine). Without ПМП status, the consulate can't process this exchange for you.

Your internal passport ("внутрішній паспорт", the Ukrainian domestic ID) can only be changed in Ukraine, at your registered address (propiska), and only within one month of the name change; the consulate does not process this.

If your passport was "extended", consider applying for a new one. Since 29 October 2025 consulates no longer extend validity or add children to an existing passport: anyone who needs this applies for a new biometric passport. Passports that already had their validity extended (or children added) under the temporary 2022 procedure cause real problems: most borders require documents valid for a maximum of 10 years. Under ICAO rules, airlines can also refuse boarding if your document shows more than 10 years of validity.

If you lose your passport or it's stolen:

  1. Report it to the local police (you don't need to wait for them to find it).
  2. If you're carrying your second valid passport, you can continue your trip with it and hand in the police report later to the authority that issued the lost passport.
  3. If not, take the report to the nearest consulate (bring any document you have, even a photo of your internal passport).
  4. The consulate issues the "posvidchennya" (white passport) the same day: valid for up to 30 days, only for returning to Ukraine, not for travelling elsewhere. Free for under 16; €28 from age 16. The е-ВОД is not required for this procedure.

Receiving in Spain a passport or ID card already issued in Ukraine (official procedure):

  • DHL Express (you pay DHL's rates; faster): apply at the consulate and pay through dhlportal.com.ua.
  • Diplomatic pouch (free; takes from 3 months).

Either way, the application is addressed to the Migration Service (ДМС) office that processed your document, not to the consulate. You can find that office's code in the Дія app, next to the document already listed in your profile.

For Spanish immigration procedures you need a valid passport, for example for temporary protection or the TIE.

Steps:

  1. Gather your documents and check whether you need the е-ВОД (men aged 18 to 60).
  2. Book an appointment at go.mfa.gov.ua with the consulate that covers you.
  3. Attend in person with your documents and pay the fee (€83 + €37) at the consulate's terminal or by transfer to BBVA.
  4. Wait for production: up to 3 months, plus possible delays.
  5. Collect your passport in person at the consulate.
