In short: the Ukrainian consulate in Spain for men 18-60 now requires proof of your military registration status. If you're a Ukrainian man aged 18 to 60, since 08.08.2026 you must present your electronic military registration document (e-VOD), generated in the "Резерв+" app, valid and showing confirmation that your data is up to date. This is required by Cabinet of Ministers of Ukraine Resolution No. 981, of 29.07.2026.

In person or by representative? The e-VOD is checked during your personal appearance at the consulate, including mobile consular sessions away from the office. The rule doesn't provide for a representative presenting it on your behalf.

3 exceptions (no e-VOD needed):

  1. Getting an identity document to return to Ukraine.
  2. Actions concerning children of Ukrainian citizens whose other parent is a foreigner or stateless person.
  3. Actions for people detained, arrested or deprived of liberty abroad.

How it's checked, and refusal grounds: there are two ways. If the "e-Consul" system has a real-time connection to the Unified Register, your data arrives automatically and you don't need to send anything. If that connection isn't available (for example, at mobile consular receptions away from the office), the consular officer scans your e-VOD's QR code with their own device; after that check, you email the e-VOD to the institution yourself. The Madrid page (updated 27.01.2026) says it must be generated no more than 3 days before your appointment. You'll be refused if: the Register flags the document as invalid or needing a data update; you don't present a valid e-VOD; or your e-VOD doesn't show confirmed up-to-date data. You can reapply after updating your data. If you're registered with the SBU or an intelligence service, you present a paper VOD instead; that verification is done in writing and can take up to 30 days.

No RNOKPP (Ukrainian tax number): go in person to the embassy or consulate: you can get one through the "e-Consul" system.

Updating your data: through the "Резерв+" app, or in person at your Territorial Recruitment and Social Support Center (TCK) in Ukraine. Technical issues with Резерв+: contact the app's own technical support.

What's expected to change (around 08.02.2027, 6 months after 08.08.2026): the consulate should be able to process your request without an e-VOD if you register, or update your data, in the consular registry before the procedure. If the Unified Register has no record of you at all, you'll be automatically registered for military service, without a medical board (VLK), based on your registered address in Ukraine.

Consulate General in Barcelona (Catalonia, Comunidad Valenciana, Balearic Islands). Consulate in Málaga (Andalucía, Murcia, Canary Islands, Ceuta and Melilla). Book online: go.mfa.gov.ua, free; intermediaries aren't allowed.

Steps:

  1. Check and, if needed, update your data in "Резерв+".
  2. Generate the e-VOD (no more than 3 days before, per the Madrid page).
  3. Check it shows confirmation of updated data.
  4. Bring it to your appointment, on your phone or printed.
  5. If asked, email the e-VOD to the consulate after the check.
