In short: The Catastro representation form is a single standard form approved by the Dirección General del Catastro (the Spanish land registry for tax purposes) on 5 October 2026. It lets another person act for you before the Catastro in tax procedures. It is in force from 10 October 2026 and replaces the 2020 form.
In person or by representative? A representative is allowed. That is the purpose of the form: you sign as the owner and your representative signs as the representative. You do not have to go to the office yourself.
What it covers. The BOE resolution approves it for tax-related Catastro procedures: declarations and notices about a property, correcting discrepancies, inspection, regularisation, valuation procedures, appeals to the same office (recurso de reposición) and correction of errors. It also gives access to the closed files of those procedures. You can use it before the Dirección General, its regional offices (Gerencias) and in the Catastro online office.
What it must contain. Full name or company name, tax number (NIF) and tax address of both people, both signatures, how far the power goes, and place and date. If a legal representative signs, for example a company director, that capacity must be proven. The text of the form cannot be changed.
What it does not do.
- It is not mandatory. Any other valid means that leaves a reliable record is accepted, or a personal statement before the competent body.
- It does not make someone your representative in other procedures. It also does not work for receiving notices outside the procedure where you file it.
- You attach the documents that each procedure asks for. The form only proves the representation.
Why it matters if you live abroad. If you own property in Spain and live in another country, this lets a relative, an agent or a lawyer handle a Catastro procedure for you without you travelling. The Catastro sets the cadastral value that is the base of the IBI (property tax), so a mistake in those data shows up on the bill (see taxes on owning a home in Spain).
Steps:
- Decide which Catastro procedure you will delegate and who will represent you.
- Fill in the official form with the details of both people and the scope of the representation, without changing its text.
- Both of you sign, the owner and the representative.
- Attach the form to the application for the procedure, with the documents that procedure requires.
- File everything in the online office of the Dirección General del Catastro or in the electronic registers enabled for that procedure.
