Ukrainian consular registration children free is now the rule: Resolution No. 1059 of the Cabinet of Ministers of Ukraine, dated 26.08.2026, amended the consular registration Procedure and has applied since 28.08.2026. The Consulate General of Ukraine in Barcelona announced it on 16.09.2026. Children under 16 and adopted children were already exempt from the fee; now the exemption covers all «children» (under 18, per the Consulate), and teenagers file the application themselves from age 14.
What changes for you today
If you are already registered, you do nothing. If you are registering a child, there is no consular fee: the rest of the process stays as in the guide to Ukrainian consular registration in Spain. And if you are a man aged 18 to 60, registration matters for another reason, explained in the guide to the e-VOD for men 18 to 60.
What happened
On 26.08.2026 the Cabinet of Ministers of Ukraine approved Resolution No. 1059, which amends the Procedure for registering Ukrainian citizens living outside Ukraine (No. 85 of 2020). According to zakon.rada.gov.ua, it took effect on 28.08.2026. The Consulate General in Barcelona explained it on its website on 16.09.2026, almost three weeks later. The rule had been in force for almost three weeks when the Barcelona Consulate announced it. The Consulate's website blocks bots, so we read the text by hand in a browser.
How it works now
- Fee. Before, point 7 of the Procedure (who is exempt from the fee) spoke of «children under 16» and adopted children. Now it says simply «children». The Barcelona Consulate explains it this way: registering people under 18 is free. The 18-year limit is the Consulate's explanation; the Resolution does not write it. For people aged 18 and over the fee in the guide still applies: 18 euros (20 USD per the embassy tariff).
- Who files. Before, in two points (the representative's documents and the grounds for refusal) the limit was 16. Now it is 14: from that age you file the application for registration or removal yourself. Under 14, a parent, guardian or other legal representative files it, with their passport and papers proving their authority.
- Orphans. Applications for registration, change of address and removal for orphans and children without parental care who left Ukraine for more than 90 days with guardians or other legal representatives are decided on the day of filing. The list in point 10 also includes adopted children.
What changes
The three changes above are all we found in the text: the fee for children, the age of 14, and same-day decisions for orphans. The Resolution also changes the registration card form (annex 3). Decision times (up to 10 working days) and the types of registration do not change in the text we read.
What happens next
No further dates. The Ukrainian embassy in Madrid still shows the old limit of 16 for the representative in one place in its list of documents: that is text from 2020, and the Resolution prevails. If a consulate asks you for something different, ask it to cite the point of the Procedure.

- Before paying anything for a minor, confirm on your consulate's page that it charges no fee.
- If your child is 14 or older, they can file the application themselves.
- If you are a man aged 18 to 60, see the e-VOD guide: according to it, around 08.02.2027 the consulate should be able to process the request without an e-VOD if you first register or update your consular registration record.
