In short: Ukrainian consular registration in Spain means recording your address or stay with the Ukrainian consulate that covers your region (Madrid, Barcelona or Málaga). There is a temporary type (1 year, extendable up to 5) and a permanent one (no end date). The fee is 18 euros (20 USD) for people aged 18 and over and the decision takes up to 10 working days. Since 28.08.2026, Resolution No. 1059 of 26.08.2026 has changed several rules of this procedure.

What it is for. Since 08.08.2026, men aged 18 to 60 need a valid e-VOD for any consular service (see e-VOD for men 18 to 60). According to that same card, around 08.02.2027 the consulate should be able to process the request without an e-VOD if you first register or update your consular registration record. The embassy also notes that consulates keep military records of people on temporary registration and report each registration or removal to the recruitment centre (TCK), the SBU and foreign intelligence within 7 days.

What changed (Cabinet of Ministers Resolution No. 1059, 26.08.2026). According to the published text, the Resolution amends Procedure No. 85 of 2020. The zakon.rada.gov.ua portal shows 28.08.2026 as the date it took effect; the Resolution has no point of its own on this.

  • From age 14 you file the application for registration or removal from the register yourself. Before, two points of the Procedure (the representative's documents and the grounds for refusal) used age 16. Under 14, a parent, guardian or other legal representative files it, with their passport and papers proving their authority.
  • In point 7, which sets who is exempt from the fee, the words "children under 16, adopted children" become simply "children". The Consulate General in Barcelona explains it this way: registration of people under 18 is free.
  • Orphans and children without parental care who temporarily left Ukraine for more than 90 days with guardians or other legal representatives: their application is decided on the day of filing. The same already applied to adopted children.
  • The registration card (annex 3) has a new wording.

Who and where. A Ukrainian citizen whose address falls within the consulate's district can register. Per the embassy in Madrid, the Madrid office covers Madrid, Castilla-La Mancha, Castilla y León, Cantabria, La Rioja, Navarra, Aragón, País Vasco, Extremadura, Asturias, Galicia and Andorra. The rest of Spain is split between the Consulate General in Barcelona and the Consulate in Málaga (check their pages for the exact split by region). Appointments: go.mfa.gov.ua.

Two types:

  • Temporary: for people abroad for a time. Granted for 1 year and extendable in line with your Spanish residence permit, up to 5 years.
  • Permanent: for people living abroad permanently. No end date; every 10 years you must update your data with a free-form application.

Fee and deadline. For people aged 18 and over a consular fee applies: 20 USD or 18 EUR per the embassy tariff. Decision: up to 10 working days after you hand in complete documents. If you request urgent processing (same day as the complete package), the fee is doubled. Payment arrangements and appointment slots vary by consulate: confirm them on its page.

In person or by representative? You file the application yourself from age 14, and the Procedure (point 5) also provides for other ways to submit; which ones each consulate accepts, check on its page. For people under 14 or legally incapacitated or with limited capacity, the legal representative applies.

When you are refused. A refusal is issued if: the person is not a Ukrainian citizen; the applicant is under 14, or their representatives cannot prove their authority; or the documents or information are incomplete or invalid.

Documents (list from the embassy page; it may be incomplete, check with your consulate):

  • Application (if you are 14 or over, you file it; otherwise your representative files it with the representative form).
  • One 10 x 15 cm photo of the face (face fills 70% to 80% of the photo, white background).
  • Ukrainian passport for travel abroad in your name; for permanent registration, a copy of the data page and of the page with the mark of permanent residence abroad.
  • Copy of the document showing your place of birth (passport, birth certificate or an extract from the civil registry).
  • Copy of the certificate of registration or deregistration of your address in Ukraine, or of the booklet-type passport showing the registered address.
  • Copy of your Spanish residence permit, if you have one.
  • Copy of a document issued by Spanish authorities proving your address in Spain.
  • Original and copy of the consular fee receipt.
  • If a representative applies: original and copy of their ID and of papers proving their authority (required when the applicant is under 14 or legally incapacitated or has limited capacity).
  • For temporary registration of orphans: copy of the guardianship decision giving the child that status, or an extract from the child's electronic statistical record.
  • Men aged 18 to 60: the e-VOD from "Резерв+". Not needed in 3 cases (a document to return to Ukraine, children with a foreign or stateless parent, people detained or deprived of liberty abroad).

Steps:

  1. Find which consulate covers your region.
  2. Book an appointment at go.mfa.gov.ua.
  3. Pay the fee and keep the receipt (original and copy).
  4. Gather the documents on the list, with a 10 x 15 cm photo.
  5. Attend (or send your representative if you are under 14) and hand in the package.
  6. Wait up to 10 working days and collect the confirmation of registration.
