The cuota cero for autónomos in the Valencian Community has been announced, but it cannot be requested yet. The president of the Generalitat presented it on 28 September 2026. According to the official Generalitat press release, it will mean 2 years without the contribution for all new autónomos and 4 for young autónomos. As of 15 October 2026 there is no published rule, no call for applications and no start date.
What changes for you today
Nothing: the Generalitat's «cuota cero» does not yet exist as aid you can apply for. If you start as an autónomo now, you can request the state flat rate (tarifa plana) if you meet the requirements. It is €80 a month plus the MEI (an extra 0.9% contribution for pensions), that is €88.64 a month in 2026, for 12 months. You request it in the registration itself. Requirements and steps are in the card flat rate for autónomos 2026.
What happened
On 28 September 2026 the General Policy Debate (Debate de Política General) took place in Les Corts Valencianes, the regional parliament: the yearly debate where the Valencian government sets out its plans. The president, Juanfran Pérez Llorca, announced 55 measures (list by El Español). According to the Generalitat press release of that day, the «cuota cero» will apply to all new autónomos for 2 years, extended to 4 for young autónomos. Alongside this measure he announced specific support lines for working women. A press release of 2 October repeats the measure. It is a government announcement, not a rule: it gives no date, budget, age for counting as «young» or requirements.
We checked on 15 October 2026. No issue of the Official Journal of the Generalitat Valenciana (Diari Oficial de la Generalitat Valenciana, DOGV) from 28 September to 15 October contains a rule on the cuota cero. The National Grants Database (Base de Datos Nacional de Subvenciones, BDNS) has no «cuota cero» calls in the Valencian Community.
How it works now
- In the Valencian Community: there is no Generalitat «cuota cero». People starting out pay the normal contribution or, if they meet the requirements, the state flat rate: €88.64 a month in 2026 for 12 months, and another 12 if they earn less than the minimum wage and request it.
- In other regions, such as Murcia or the Canary Islands, the «cuota cero» is a grant with its own call in the BDNS: Murcia and Canary Islands. How the Valencian one will work is not known.
What would change
A press release is not a rule: without published rules, it cannot be said. Still unknown:
- from what registration date someone counts as a new autónomo, and whether it will cover people who register before the aid is published;
- up to what age someone counts as young for the 4 years;
- whether it will cover the whole contribution or only part, and whether you will have to pay first and get the money back later;
- what requirements it will set, for example residence or registration (empadronamiento) in the Valencian Community;
- whether it can be combined with the flat rate;
- what the support lines for working women will consist of.
What happens next
- Before anyone can apply, the Generalitat has to publish the rules of the aid in the DOGV and open a call. If it is a grant, as in other regions, the call also appears in the BDNS.
- There is no new budget going through parliament either: as of 15 October 2026 Les Corts have no bill for the Generalitat's 2027 budget, according to their legislative timeline.
- We follow the DOGV and the BDNS; when the rule or the call comes out, we will update this news item.
What you can do
- If you already plan to start, waiting for the cuota cero does not secure anything: it has no date or rules. It is also not known whether it will cover people who register before it is published; if that matters to you, follow this news item.
- The flat rate is requested in the registration itself, not afterwards: flat rate card. The registration steps for foreigners are in becoming an autónomo as a foreigner.
- If you receive unemployment benefit and want it as a lump sum (pago único), request it before registering: once you are registered, the SEPE turns it down (unemployment benefit as an autónomo).
- Other help for starting out, with today's status, is in the section Business & grants.
