In short: the Colombian Consulate in Bilbao has been taking appointment bookings on a new online platform since 25 September 2026. The agenda opens on Fridays at 09:00 and covers the working days of the following week.

In person or by representative? The appointment is booked online, but service takes place at the Bilbao office, and the consulate's help page says the appointment is personal and cannot be transferred. The source does not say whether any procedure admits a representative: plan to attend in person and confirm it with the consulate.

The system is for people who live in the Basque Country, Navarre, Cantabria, La Rioja or Asturias. According to the consulate's notice of 18 September 2026, it is used to book passports, citizenship ID cards (cédulas de ciudadanía), signature recognitions and civil-status declarations. The help page adds the tarjeta de identidad, birth and marriage civil registrations, public deeds and certificates of non-registration.

Without an appointment, according to the notice: people over 60, people with a certified disability, pregnant women, proof-of-life certificates (supervivencias) for collecting a pension, and collection of ready ID cards and passports. Email, phone, address and opening hours are on the official notice; better there than copied from another site. This is the Colombian consulate's appointment: the immigration appointment (NIE, TIE) is booked separately, see cita previa for immigration.

Steps:

  1. Have a mobile phone or a computer with a camera at hand: the system requires it.
  2. Open the appointment platform or scan the QR code on the consulate's help page.
  3. Book on a Friday from 09:00: every Friday the working days of the following week open.
  4. Check the requirements for your procedure on the help page and bring all the documents it asks for. According to that page, anyone who does not present all the required documents loses the appointment; the Colombian cédula must be in good condition, and foreigners identify themselves with a valid passport.
  5. Arrive 15 minutes before your appointment time.
