In short: the GVA civic integration grants (Generalitat Valenciana, line S0217) fund projects with foreigners run by non-profits: reception schools, intercultural mediation, job-search guidance or prevention of exclusion. They are not for individuals. In 2026 the line had €350,000, with a minimum of €10,000 per project, and was shared out by competition. The 2026 window ended on 28 August 2026; the next one has not been announced.

In person or by representative? Online only, through the procedure at the Generalitat electronic office, with the electronic signature of the organisation itself or of its legal representative. The call allows the organisation to file on its own or through a representative. The later expense report is filed through the same procedure.

It is not money for people. An organisation applies, not you as an individual. The call also forbids using this line for accommodation, meals or direct aid to the people served. If you are looking for personal support, see the organisations that help migrants in the directory of regional grants and organisations.

Who could apply in 2026 (call in the National Grants Database (Base de Datos Nacional de Subvenciones), no. 923753)

  • Private non-profit organisations (for example, an association) with headquarters or a permanent branch in the Valencian Community, that is, with a registered address and proven physical presence there.
  • Registered in the Registro de titulares de actividades, de servicios y centros de servicios sociales de la Comunitat Valenciana, the official register of organisations doing social work in the region. What counted was being registered when the application window closed. If registration had been requested more than 3 months earlier with no answer yet, the filed request was enough.
  • With this work as a main aim in their statutes, or shown through their public activity (project reports, publicity).
  • Not affected by any of the bans in article 13.2 of Law 38/2003 on subsidies, and with an equality plan if the law requires the organisation to have one.
  • If the project is for migrants, the organisation commits to protecting their human rights in their countries of origin.
  • Town councils are not part of this line. The rules (Order 7/2024 of 13 November) also cover municipalities, but the 2026 call refers only to their article 2.1.a), the one on private non-profits.

What if the association is made up of foreigners or people with temporary protection? The call sets no nationality for the people who form or run the organisation: the requirements apply to the organisation. In fact, the projects must be aimed at foreigners, that is, people whose nationality or origin is another country. The call does not mention temporary protection.

Which projects the line funds (2026 annex A)

  • The Programa voluntario de comprensión de la sociedad valenciana (voluntary programme for understanding Valencian society).
  • Reception schools (escuelas de acogida): learning Valencian traditions and culture and the co-official languages (Spanish and Valencian).
  • Social work with foreigners to prevent exclusion, with special attention to «espacios vulnerables» (vulnerable areas).
  • Better job-search skills and training for social and labour integration.
  • Social and intercultural mediation and coexistence in neighbourhoods with many foreign residents.
  • Studies on migration in the Valencian Community, and conferences, meetings and events that give visibility to foreigners.
  • Other projects suited to the purpose. All are carried out in the Valencian Community during the year of the call.

What it does not fund

  • Residential reception: no accommodation, no meals and no direct aid to the people served.
  • Projects whose only or main activity is information, first advice and guidance for foreigners, refugees or international protection applicants, because the Generalitat already pays for that service through stable agreements with organisations (acción concertada).
  • Projects already fully funded by another administration or body.

How much money and how it is shared

  • Minimum €10,000 per project, both what you ask for and what you are granted. If the share-out gives you less, the project gets no aid.
  • Maximum per application: 10% of the line (€35,000 in 2026) if the organisation has never received this line; 30% (€105,000) if it has. If you ask for more, the request is taken as reduced.
  • It is a competition, not a guarantee. It is scored out of 100: technical quality (up to 50), financial viability (up to 25) and the organisation's structure and experience (up to 25). You need 50 points in total and at least 15, 8 and 8 in each block. The money is shared in proportion to the points and the accepted budget.
  • An organisation with no previous experience of projects funded by the regional ministry for diversity (conselleria de diversidad) still scores: 5 out of 10 in that section if its structure is adequate. Own resources, other outside funding, volunteers and networking with other organisations add points.
  • One application per line and organisation. If you file several, the last one counts.
  • Payment: once granted, 100% is paid in advance, with no guarantee required.
  • Running costs only, from the year of the call. Staff, up to 65% of the grant; premises rent and office supplies, up to 7% each; travel and allowances, repairs, utilities and advisory services, up to 5% each. Investments, leasing or renting, interest, fines and luxury expenses do not count.
  • Under the rules, up to 30% of the activity can be subcontracted, and the grant can be combined with other aid for the same purpose if the total does not exceed the project cost.

What to do now, with the call closed

  • The next call has not been announced. In 2025 the summary was published in the Official Journal of the Generalitat Valenciana (DOGV) on 28 July; in 2026, on 7 August, with a window of 15 working days. This is a reference, not a date.
  • Check the registration in the social services register. If the next call keeps the 2026 rule, a request with no answer only counts if it was filed more than 3 months before the window closes. Note: the 2026 procedure page asked for the organisation to be registered already when applying, so it is safer to have the registration in place beforehand.
  • Check the statutes: the project activity must be a main aim of the organisation.
  • Prepare the project in good time: objectives, beneficiaries, timeline and itemised budget. A window of 15 working days is not enough to start from scratch.

Documents (2026 call)

  • Project report (memoria explicativa) in PDF, 15 pages at most, with the outline set by the call: description, financial viability and the organisation's structure.
  • Registration in the social services register (or the filed request, in the 3-month case).
  • The organisation's tax ID card (tarjeta NIF).
  • Current statutes with aims and activities, or a responsible declaration with proof of the activity.
  • Responsible declarations on the bans in article 13.2 of Law 38/2003 and on the equality plan.
  • Commitment on the human rights of migrants in their countries of origin.
  • If you do not authorise the check: certificates of being up to date with the tax agency, the Valencian tax administration and Social Security.
  • If the project serves minors under 18: responsible declaration of holding clean certificates from the Central Register of Sex Offenders for all project staff and volunteers.
  • Bank account registered with the Generalitat (PROPER application), if it is not yet.
  • To score points, if you have them: networking documents and membership (or the application for it) of the LGTBIQ+phobia-free space protocol.

Steps

  1. Check that the organisation is non-profit, has its headquarters or a branch in the Valencian Community and is in the social services register.
  2. Design a project for foreigners that fits annex A and is carried out in the Valencian Community that year.
  3. Prepare the project report, the itemised budget and the documents.
  4. When the call is published, file a single application online, with the organisation's electronic signature, within the window it sets (in 2026 it was 15 working days).
  5. Follow the Dirección General de Diversidad website: requests to fix documents and the decision are published there.
  6. If you are granted it, carry out the project, keep the receipts and submit the expense report within the deadline set in the award decision. For the 2026 call, the final report (memoria técnica) is due by 31 January 2027 at the latest, and under the rules that date is also the limit for the expense report.
