The administrative international agreement between the Kingdom of Spain-Interior Ministry and UNHCR's Spain office (BOE-A-2026-18995, published 11 September 2026) implements Law 12/2009 on the right of asylum and subsidiary protection. UNHCR commits to providing five specialised international-protection positions to strengthen the procedure, improve decision quality — with particular attention to unaccompanied foreign minors —, training, and interpretation services. The Interior Ministry funds this with €290,850 (budget line 16.01.131P.490), covering staff and operating costs; UNHCR's indirect costs are capped at 6.5% of the contribution. The agreement entered into force on 4 August 2026 and covers fiscal year 2026; UNHCR must submit a final evaluation report with expense justification in Q1 2027, and return unused funds within one month of certification.
What it means for you: if you have a pending international-protection claim, it is still resolved by the Spanish administration (Asylum and Refuge Office, OAR). This agreement does not create a parallel application route or a payment to applicants; it reinforces the system with more UNHCR interpreters and specialised staff.
